Highways England is responsible for operating, maintaining and improving England's motorways and major A roads. Committed to meeting the Government's 2050 net zero target and improving environmental conditions around England's major roads, Highways England is looking to appoint a new Director of Environmental Sustainability.

As part of Highways England's Senior Leadership Team, this person will be responsible for:

  • Providing environmental and sustainability expertise and leadership across the sector and within Highways England to ensure alignment, influence legislation and policy, build collaborative partnerships, share best practice and foster innovation

  • Providing information, professional advice and support to the Executive and Board on environmental sustainability, the strategy and plan

  • Directing the development and delivery of the Highways England environmental, sustainability strategy and plan to meet the Government's 2050 targets

  • Developing policies, standards, technical advice, support and delivery of national programmes

  • Leading a programme of research and innovation

You will lead on the wider environmental sustainability agenda, including areas such as biodiversity, air quality, noise, climate change adaption and other issues relating to the natural and built environment. You will influence Government, regulatory bodies, transportation decision-makers and those involved in the entire highways sector to drive, incentivise and change the decarbonisation and net zero carbon emission implications of the Strategic Road Network (SRN).

To be successful in this role, you will possess:

  • An understanding of the challenges, risks, market trends and advances in the transportation, infrastructure and environment sectors

  • Proven experience of developing strategies and plans with complex interactions in a highly visible, transparent and scrutinised environment

  • Demonstrable experience of influencing Government agendas; evidence of leadership, influence and employing a solutions-oriented approach to deliver outcomes

  • Understanding of wider sustainability issues, frameworks, discrete environmental, social and governance (ESG) issues, as well as combined outcomes

  • Strong project and programme management experience, including delivery of tangible environmental and sustainability improvements at a senior level, ideally in infrastructure

  • Ability to understand complex analytical, financial and technical information

  • A robust understanding of GHG emissions management including footprinting protocols, emission factors, carbon removal and offsetting and working knowledge of relevant frameworks
