Are you a Procurement Specialist with extensive experience in EU/EC procurement law? Have you been carrying out aggregated procurements, but are now looking for a new challenge within a dynamic procurement team organising procurement and tender efforts for network and over-the-top service?

Our client operates as a centralised purchasing body (CPB), which runs aggregated procurements on a pan-European scale, for the NRENs and the wider Research and Education (R&E) community in Europe. This role will be part of a highly regarded procurement team, organising procurement and tender efforts, for network and over-the-top service.

In this varied and exciting role, you will be responsible for the following:

  • Aligning the needs of the GÉANT community

  • Identifying suitable delivery and operational models

  • Engaging the market

  • Running procurements

The ideal candidate:

To be successful in this role you must be a proven procurement specialist within depth knowledge of current EU/EC procurement laws. You will have extensive experience in carrying out aggregated procurements within an organisation which is subject to Member State implementation of EC Directive 2014/24. Ideally you will have practised within the Netherlands in accordance with AW12 as well. You will already have been working with IT suppliers and in particular cloud providers. Knowledge of the education and research sector is a strong advantage.

Our client is looking for someone who enjoys working in an open and collaborative manner. You will have the ability to manage a varied workload, and to respond effectively to changing priorities, to achieve agreed deadlines without compromising quality or standards You will have efficient English writing skills, ability to write concisely and to summarise complex documents and concepts.

The organisation operates primarily in the technology sector (especially cloud and telecoms) and the candidate must be able to consider many dimensions simultaneously: how the IT market works; how customers in the Research and Education community consume; and the boundaries of the EC Procurement Directive regulating the procurement. Scale and complexity will not challenge the ideal candidate.

Our client has an important role in the European Open Science Cloud Programme. Specifically, the organisation coordinates the efforts in the Open Clouds for Research Environments project (OCRE), where together with several partner organisations a large-scale tender for cloud and Earth Observation is organised to drive further adoption of cloud services in the research and education community.
